Because he's the typical commercially-driven Romero protagonist. He's obsessed with money, riches and getting to the top. By taking Kaufman's money he's trying to take him down a peg, just imagine if someone took away all of a city's currency - where would they be? They'd be fucked of course.

But because they've been living their lives like they used to, they're still in the mindset that money really still does mean something in this new world. In endless zombie/apocalypse movies since the likes of Omega Man or Dawn of the Dead, the image of a man alone hurriedly gathering up lose notes floating around the street to keep is a strong one. Same thing applies here, only they've gone further down the line with it.

As for money just lying around, save for the stuff securely held in banks etc, the rest will have been blowing around for years and will most likely be in a rather cruddy state or downright rotted away by now.

I'm still baffled as to why so many people here have trouble 'getting' the money 'thing' in Land, surely it's kinda obvious? Maybe not...hmmm.
