Regulations enforced by not only OSHA, but the SAG and other facets of the industry have made regulations that only certified stunt people can be squibbed. What they use now is C02 Compressed gas Brain Balloons on regular people.

Basically you attach a balloon pack to the back of someone's head and run a tube to a compressed air canister, when the director yells action you then start your motions and when a second action or "Pop" is called they explode the brain balloon.

I had one on me when I was up in Canada, and the only drawback is making sure it is placed just right. The tend to spray really high and out of frame.
