It was a way to get rid of a character, and to show a lovely big explosion - the commentary on the DVD by Zack Synder, he states that the vehicle would have outrun the zombies, hence the birds-eye view with the zombies running, nice big gap; so he had to let the zombies catch-up; he throws the bag, does a line, fires the gun, gets trapped; dies.
When a better ending would have been the city completely full of zombies, streaming out like some amorphous mass from buildings and behind cars, along the entire route (van flipping over was a bit cliche, that never happened ): this could be play out with zombies 'joining' in the chase, they could have filmed the van going round a complete block a couple of times; redress the set, and change the camera angles, who would know, if they got it right, the veiwer would not have questioned it... and when they get to the docks:

Van's pull up to the gate, which is wide open; long shot shows that docks aren't clear of zombies.

First driver guns the engine, knocking and running over several zombies to clear a patch, while firing at stragglers. Second vehicle follows.

First vehicle parks at an angle, causing a block, second joins it to cause a bigger blockage.

CJ vacates from the roof hatch to cover the others while they get to the boat, and load up.

Zombies arrive, and the characters that need to die; die while trying to make it to the boat.

Hell lets blow the piss out of one of the vans.

How did they get the parking shuttles when they had limited ammunition, and there was a crap-load of dead there?
