Even though they were falling apart, they were still completely mobile and still held on to their original speed and the like. Maybe, just like in Day, whatever is animating these things isn't bothering to keep them fresh. The creatures in Day were decayed as hell, but they were moving faster than the deaders in Night or Dawn, and were still strong enough to rend people apart.
